Leadership, Experience, Organisation and the Emerging Debate Over the APC’s Future

As Sierra Leone’s political conversation gradually turns towards 2028, attention within the All People’s Congress (APC) is increasingly focused on who will emerge as the party’s presidential flagbearer. Among the names attracting growing attention is Dr. Ibrahim Bangura, popularly known as DIB.
It would be premature to describe DIB as the APC’s officially preferred candidate. The party’s internal selection process remains decisive, and other prominent figures are part of the emerging contest. Yet Bangura’s growing visibility, organised movement and distinctive political message have made him an increasingly prominent part of the conversation.
C4D Media Newspaper has followed this emergence for some time.
In October 2025, C4D Media published “10 Reasons Dr. Ibrahim Bangura Is APC’s Best Bet for 2028,” examining his leadership experience, academic credentials, peacebuilding background, youth engagement, governance agenda, international networks, grassroots engagement and development vision.
That was an editorial assessment at the time. The political landscape has since evolved. The more relevant question today is: why has DIB continued to attract attention within the APC’s 2028 conversation?
A Profile Built Around Experience
DIB’s supporters emphasise his background as an academic, development practitioner and peacebuilding specialist. His campaign presents experience involving the United Nations, African Union and ECOWAS as part of his professional profile. His official campaign platform describes him as a scholar and peacebuilder with more than two decades of public-service experience.
That international and professional exposure has become a central feature of his political identity.
A Message of Healing and Unity
Perhaps his most recognisable political message is contained in three words: Heal. Unite. Build. The DIB Movement says the objective is to build a stronger and more united APC and ultimately contribute to Sierra Leone’s development.
DIB has also argued that the APC’s internal flagbearer contest should not permanently divide the party. At a September 2026 London engagement, he called for respect among supporters of different aspirants while promoting healing, unity and renewal. Whether that message translates into delegate support is a separate question. But it gives his campaign a clear identity.
Youth and Women’s Mobilisation
Another factor is the organisation developing around his candidacy. Women and youth groups associated with DIB have publicly supported his flagbearer aspiration, while the DIB Iron Ladies UK and Ireland was launched during his September London engagement. These developments do not establish majority support within the APC. They demonstrate, however, a deliberate effort to build support among constituencies that are central to contemporary political mobilisation.
Grassroots and Diaspora Engagement
DIB’s political activities have extended beyond Freetown and into provincial communities and the Sierra Leonean diaspora. His campaign has promoted grassroots mobilisation while diaspora engagements have provided another platform for presenting his leadership message.
A September London event brought together APC supporters and members of the Sierra Leonean community and featured the launch of the DIB Iron Ladies UK and Ireland.
The Times Sierra Leone also reported the appearance of fellow APC aspirant Ambassador Omrie Golley at the event. An appearance should not automatically be interpreted as an endorsement, but it illustrates the increasingly public nature of the APC’s internal conversation.
Policy and Leadership
DIB’s published platform identifies seven areas: healthcare, education, infrastructure, youth empowerment, agricultural development, transparent governance and women’s empowerment. His supporters therefore present him not simply as a party aspirant but as someone seeking to articulate a broader development agenda. The challenge, however, applies to every aspirant: broad political promises must ultimately be translated into specific, costed and implementable policies.

That history should be acknowledged transparently: C4D Media’s previous articles are editorial journalism and commentary, not an APC delegate poll or an official party determination.
Why the Attention?
Taken together, several factors explain DIB’s growing visibility, a recognisable message, organised support structures, youth and women’s mobilisation, grassroots engagement, diaspora outreach, professional credentials, public endorsements and sustained media attention.
But visibility is not the same as a confirmed mandate. The APC has not formally declared DIB its flagbearer. The eventual decision will depend on the party’s internal democratic process and the support of its delegates. What can reasonably be said is that Dr. Ibrahim Bangura has emerged as one of the more visible and organised figures in the APC’s developing 2028 flagbearer conversation.
The bigger question for the APC is what kind of leadership it wants to present to Sierra Leone: experience or renewal, continuity or transformation, traditional party politics or a broader coalition?
DIB’s answer is captured in three words:
Heal. Unite. Build.
For now, the significance of his emergence lies not in a predetermined political outcome, but in the fact that DIB is no longer simply a name in the APC conversation. He has become part of the conversation itself.
